AQUI VA UN RELATO DE NUESTRA EXPERIENCIA DE AYER, DURANTE LA VOTACIÓN DEL ESTUDIO DE IMPACTO AMBIENTAL DE LA REPRESA DEL RIO SAN PEDRO (COLBÚN), POR PARTE DE LA COREMA.

'Eran las 16:45 y caminábamos por Av. Yungay camino al Edificio Seminario, donde se desarrollaría a las 17:00 una sesión publica de la COREMA, el tema: votación del EIA de la Central Hidroeléctrica San Pedro de la empresa COLBUN. Se generaba así un creciente interés ciudadano avalado por los mismos instrumentos que el gobierno ha considerado para iniciar la elaboración de la estrategia de desarrollo regional , además de ser una muestra de la alta sensibilidad y preocupación de la comunidad por el medio ambiente y los recursos naturales.

Primera alerta: apostados a lo largo de la avenida se encontraban las fuerzas especiales...??? ...avanzando un poco más nos encontramos un fuerte contingente policial custodiando la intendencia. Pero eso no era todo, tuvimos que mostrar nuestros documentos de identificación y registrarnos en la puerta de ingreso... y fuimos custodiados hasta la sala de reuniones.

Aquí nos esperaban más sorpresas... NO había espacio para la cuidadanía, la sala estaba llena, un agente de seguridad de civil, dejaba entrar a la sala discrecionalmente. Tanta era la discriminación que una mujer mapuche fue empujada y conminada a retirarse, era la representante del parlamento KozKoz. En cambio, el representante de Colbun, Pío Infante, fue invitado a ingresar. ¡Así NO construimos democracia participativa, señor Intendente!!!

Ante el reclamo por la discriminación y la arbitrariedad, pudo ingresar Vladimir Riesco, destacado abogado ambientalista, y Alejandro Kohler, alcalde en ejercicio de Panguipulli. Sigue llegando la prensa e ingresa rápidamente... En realidad, se morían de miedo que una mujer mapuche ingresara a la sala. Finalmente ella ingresa y puede leer la carta de reclamación que trae. Sin embargo, la abogada asesora de la COREMA desestima su contenido y se genera una discusión con el abogado Riesco. Tenemos así relegados al pasillo SIN PODER ENTRAR AL SALÓN al equipo técnico evaluador de la municipalidad de Panguipulli (medioambiente, turismo) a representantes ambientalistas y del mundo mapuche.

Mientras, en las afueras del recinto se congregan ciudadanos a los que se les impide acceder al edificio, entre ellos el diputado Urresti. De pronto, la Fuerzas Especiales reciben la orden de reprimir a los manifestantes, y la bataola producida permite que el diputado ingrese al edificio, sólo quedaba que ingresara a la salsa de reuniones. Finalmente consigue entrar.

Paralelamente a pocas cuadras de allí, en el Club de la Unión se desarrollaba el 2º Foro Regional 'Nueva Región, Cómo Vamos?', donde el director ejecutivo del Comité Nueva Región, Nestor Santibañez, formulaba un llamado a la comunidad valdiviana a participar: 'Es importante que la ciudadanía participe, la sociedad civil debe involucrarse en la construcción de la nueva región y nosotros como ciudadanos debemos dar nuevos bríos a ello'. Allí se formulaba abiertamente la pregunta ¿Cómo Vamos? Le respondemos: MAL, muy mal!!!! El Intendente Iván Flores ordenó el ingreso de la Fuerza pública para que desalojara a la ciudadanía que reclamaba para que no se aprobara el EIA de este proyecto, que ha sido muy cuestionado por varias instituciones del estado, grupos ambientalistas y por el mundo mapuche. En total 21 detenidos, entre ellos el Alcalde de Panguipullis, Alejandro Kohler, y Pedro Cardyn, médico de Panguipulli.

¿Qué clase de participación ciudadana hay cuando se sesiona en una sala en que la puerta se cierra con llave ? ¿De qué ciudadanía participativa estamos hablando? ¿Donde están los espacios para ejercerla? ¿qué retorno de la democracia es este con prácticas fascistas y donde priman los intereses económicos? ¿Dónde queda la libertad de expresión?

Sólo encontramos verticalidad y no deliberación, la ciudadanía participando es un PROBLEMA para el gobierno... las empresas transnacionales son dueñas de nuestros recursos naturales EN COMPLICIDAD con el gobierno. La primera mandataria y los demás mandatarios no están cumpliendo el mandato a que se comprometieron con el pueblo... están actuando según sus mezquinos intereses, en complicidad con quienes ostentan el poder económico. La complicidad de mantener las injustas leyes que vendieron nuestro territorio a las Corporaciones transnacionales.

Sabemos que hay intereses creados, y que esa situación está tan normalizada por las esferas del poder, que ni les da vergüenza ejercer este tipo de actos indignos de violencia hacia la ciudadanía a la que constantemente han invitado a participar. Sabemos que esta NO ES UNA CENTRAL DE PASO, sino un embalse que trataría más de 30 millones de metros cúbicos al mes, lo que afectaría directamente a la flora y fauna de la zona, con el consiguiente perjuicio para el ecosistema y el turismo.

La sesión de la COREMA duró varias horas, y avanzada la noche se dio por aprobado el EIA de este proyecto hidroeléctrico, casi por unanimidad, con la aprobación de TODOS LOS SEREMIS DE LA REGION. Definitivamente, NO PODEMOS CONTAR CON NADIE... los funcionarios de gobierno pierden la capacidad de juicio crítico y de opinión propia, y acceden mansos a las órdenes del mercado y de la domesticación que su cargo les regala.

La indignación de nuestra gente crece... la ciudadanía se organiza, se moviliza... A COLBUN LE DECIMOS: NO LES SERÁ FÁCIL.

More woes for South America's leading cellulose producer: Neighbours of Chile's Celco upset with foul-smelling plant

Pollution coming from Celco's new plant in Nueva Aldea has caused many complaints.


Chile’s largest cellulose production company, Celco, is facing criticism about smells emanating from its new US$1.4 billion plant in Nueva Aldea (Region X).

This latest woe comes after the company’s much publicized stand-off with artisan fishermen, who adamantly reject a waste pipe project from Celco’s Valdivia cellulose operations (ST, August 21). The fishermen achieved a small victory recently, halting environmental tests for the planned waste pipeline into the Pacific.

Whether or not the farming families protesting the smelly Nueva Aldea plant will be as successful remains to be seen.

“The smell is unbearable. It’s like rotten vegetables or eggs,” said Héctor Rabanal, a farmer who lives close to the new Nueva Aldea complex of Celulosa Arauco y Constitución (Celco). “It makes you feel nauseous, gives you headaches, makes you want to throw up…. It’s impossible to live like this.”

Doctors at the medical clinic in Nipas, located 11 kilometers away, have received patients complaining of nausea and sickness due to the odor. But both Celco officials and local authorities assert that no one’s health is at risk – rather, the local community just needs time to get used to the smell.

“The bad smell? It was strong on Wednesday (September 27), but it’s necessary to get used to it,” said local official Benito Bravo. “The incidents have been isolated; they don’t happen much. Perhaps the kids who were nauseous and vomiting had problems before.”

Celco Public Affairs Director Iván Chamorro, who said the smell is emanating from decomposed wood, also spoke positively of the plant’s first nine months of operation.

“Generally speaking the (pilot phase) has turned out very well,” he said of the US$1.4 billion plant’s performance. “The only real annoyance neighbors can complain about is the smell. There have been bad smells; they’re not used to them, so it can cause some irritation.”

Chamorro did acknowledge that certain kinks need to be worked out at the new plant. “Obviously some things don’t function as they should--that’s why it’s called a pilot phase—and we are beginning little by little.” Moreover, he added, the emissions are “way under” the standards set by the World Health Organization and “do not pose a single health threat.”

But according to some community members, the impact goes beyond noxious odors. Rabanal’s son Victor, who produces wine in the region, said the local wine industry will perish thanks to the plant. Eighty thousand bottles of wine sent to Sweden were recently returned, he said, due to the valley’s tarnished image. “We can’t put Nueva Aldea on our labels because of the association with Celco,” he said.

Celco is Chile’s largest forestry company and the third largest company of its kind in Latin America. It belongs to the Angelini Group, owned by one of Chile’s wealthiest and most influential families. Despite its high profile status, a series of environmental mishaps – and virulent attacks from local community members, fishermen, and environmental activists – have caught the attention of the global community.

In 2005, waste emissions piped into the Cruces River from another Celco plant near Valdivia are believed to have contaminated local drinking water and led to the death and mass migration of the area’s black-necked swans (ST, May 9, 2005). Greenpeace activists blockaded the entrance to the Nueva Aldea plant on June 21, alleging that chemical waste from cellulose production will have the same impact on the Itata River (ST, Jun 23), which will receive the new plant’s emissions.

One proposed solution to the problems at both plants is to build a duct routing industrial wastes into the ocean. In February, Region VIII’s Environmental Commission (COREMA) approved this controversial project for the Nueva Aldea plant (ST, Feb. 14), and the company proposed to construct another such duct from the Valdivia plant.

This angered local artisan fishermen in the Mehuin commuity near Valdivia, who number five thousand. In August they boarded and apparently attacked the vessels conducting environmental tests (ST, August 21). So far Celco has not announced whether or not it will resume the tests.

Without the duct, the Valdivia plant can only operate at half capacity, which translates into a monthly earnings loss of US$27 million, according to company figures.

But things are looking up at the Nueva Aldea complex: management hopes to produce close to 40,000 tons of cellulose per month as of December, and will invest another US$50 million to double its production of wooden planks. This year’s overall earnings are estimated to reach US$3 billion thanks to a predicted 25 percent increase in sales.

But anti-Celco activists are not backing down. Last Saturday opponents to Celco’s Nueva Aldea plant formed a united coalition, which includes Group in the Defense of Itata, Salvemos Cobquecura (Save Cobquecura), Chillán Activo, and Greenpeace, among others. They are supported by local town councilmen Felipe Rebolledo and Carlos Garrido.

Rebellodo recently filed a claim against the Besalco construction company, hired to construct the Nueva Aldea duct, and against Celco, alleging it carried out work illegally on private property. He is also demanding that Celco to pay attention to the demands of local people in the private and public sector.

One month after Secretary General to the President Paulina Veloso proposed a round table to initiate dialogue between Celco and the communities it affects, the company appears to have warmed up to the idea.
